We have seen the video of Mr. Anton Brown’s incident that has circulated widely across social media platforms.

The footage clearly documents the concerning interaction and has rightfully prompted outrage within both the deaf and hard of hearing community and the general public.

This incident clearly violates the Americans with Disabilities Act and Section 504 of the Rehabilitation Act, which require effective communication with Deaf individuals.

What’s particularly concerning is that Roanoke has a significant Deaf population, yet officers were unprepared for this interaction.

We’re calling for:

  1. A thorough investigation
  2. Accountability for the officers involved
  3. A formal apology to Mr. Brown
  4. Comprehensive training for all officers
  5. Clear policies for interactions with Deaf individuals
  6. A community advisory board including Deaf representatives

The NAD stands ready to collaborate with the Virginia Association of the Deaf, the Virginia Department for the Deaf and Hard of Hearing, the Deaf and Hard of Hearing Services Center, and the Roanoke Deaf to develop effective training and protocols.

We request a meeting with department leadership within 30 days.

All citizens, regardless of disability status, deserve to be treated with dignity and respect by law enforcement.
